I heard of somebody with this problem and it was the firewall in his router that was causing the problem. I haven't had personal experience with it though. Modern Warfare 2 online help

It always tests matches for the best connection. If there aren't any good matches it'll take a while to find a good match to join.
I have the same problem its my router. I have to just switch to my modem if i want to play mw2, or join a friends session in progress or play in a party with him. Hes either going to have to find a way around it or mess with his router settings.
